Dr. Liudmila K. Mikhailova is an international educator and evaluation practitioner with 28 years of extensive experience designing, managing, and evaluating U.S. government (USG) foreign assistance programs with expertise in the areas of biological, chemical, nuclear and cybersecurity, entrepreneurship development, human & institutional capacity building through training, international education and exchange, and research partnership programs among others funded by the State Department Bureau of International Security and Nonproliferation (ISN), Corporate Threat Reduction Office (CRT), Office of Weapons of Mass Destruction Terrorism (WMDT), Office of Export Control Cooperation; Bureau of Oceans and International Environmental and Scientific Affairs; Bureau of European and Eurasian Affairs (EUR/ACE); Bureau of Democracy, Human Rights, and Labor; DoD Defense Threat Reduction Agency (DTRA); NSF; Global Affairs Canada (GAC); and the U.K. government, Counter-Proliferation and Arms Control Centre (CPACC). Dr. Mikhailova serves as a Technical Adviser and Evaluation Lead for Q-Q Research Consultants.
