As the Director of Q-Q Research Consultants’ Haiti office, Dr. Jowel Christian Laguerre harnesses his 46 years of experience teaching Haitian Creole, French, and English and 40 years serving in administrative positions in educational institutions to provide leadership, supervision, and project management in Haiti. He believes in the potential and knowledge of young Haitians to excel and succeed and is committed to working alongside them.
Born in the countryside and raised in Port-au-Prince, Dr. Laguerre has a deep connection to the people of Haiti. In Haiti, Dr. Laguerre initiated and supports a medical clinic in his native village of Saint-Georges. He regularly brings teams of U.S. and Haitian medical personnel to support the needs of the population. He has been on the ground in Haiti in various capacities, including providing support for higher education institutions, such as Haiti Tec and lower-level education at the primary and secondary levels. Following his retirement in January 2020, he founded the Haitian-Creole Language Services, the Enstiti Kreyòl Modèn, the Modern English Institute (Online learning), and the J.C. Laguerre Education Consulting Firm. He has published a Haitian textbook, Haitian-English dictionary, and Haitian phrasebook.
Stateside, Dr. Laguerre has held many prominent positions in higher education, including serving as Chancellor Emeritus of the Peralta Community College District (PCCD) (Oakland, CA), Vice President for Academic Affairs at Truckee Meadows Community College (Reno, NV), Superintendent/President of Solano Community College District (Fairfield, CA). During his leadership career at the community college level, Dr. Laguerre presided over multiple health programs and has established health clinics at institutions. In addition, he initiated and participated in partnerships with health providers organizations in the United States. He has served as a consultant for the City University of New York (CUNY) Haitian Studies Institute, helping Universites Publiques Regionales du Sud in their strategic planning efforts.
Dr. Laguerre holds a doctoral degree in Educational Leadership for College and University Administration, a master’s degree in Education in School Administration, and a master’s degree in French Literature from the University of Kansas. He also earned a bachelor’s degree in Mathematics and Physics Education from La Universite d’Etat d’Haiti.
