U.S. Trade and Development Agency (USTDA)
USTDA plays a critical role in advancing U.S. foreign policy and commercial interests by linking U.S. businesses with infrastructure projects in developing and middle-income countries. USTDA not only promotes economic growth abroad but also creates opportunities for U.S. firms to compete globally. QQ supports this mission by assessing the effectiveness and impact of its global portfolio. Our team evaluates over 160 project reports annually, delivering individual assessments and a comprehensive final analysis. This final report provides actionable insights and strategic recommendations to enhance USTDA’s evaluation methodologies and performance metrics. The quality and integrity of our work help ensure that USTDA can make data-driven funding decisions, optimize program performance, and demonstrate the value of U.S. taxpayer investment. By supporting USTDA’s mission, this project contributes to strengthening U.S. global competitiveness and reinforcing international partnerships built on transparency, accountability, and results.


International Republican Institute (IRI): In-Depth Interview Study of Foreign Influence in Latin America and the Caribbean
QQ supported IRI Center for Insights in Survey Research in advancing U.S. efforts to better understand foreign influence in Latin America and the Caribbean. Through a rigorous, in-depth interview (IDI) study, our team contextualized polling data to provide deeper qualitative insights. QQ guided the development of data collection tools and conducted and analyzed 25 interviews with key thought leaders, including government officials, civil society advocates, researchers, journalists, and consumer protection representatives across five countries: Argentina, El Salvador, the Dominican Republic, Guyana, and Panama. By delivering actionable insights, QQ contributed to strengthening democratic values, safeguarding regional stability, and supporting U.S. strategic interests through informed, data-driven decision-making.
Kroc Institute for International Peace Studies and the U.S. Department of State, Bureau of Conflict and Stabilization Operations: Evaluation of the Barometer Initiative to Monitor and Verify Implementation of the Colombian Peace Accord
The project is an excellent example of QQ’s ability to successfully secure information of a sensitive nature from government officials, international organizations, civil society, and the general public, and use it to inform high-level U.S. and Colombian officials on the status of a significant issue. Our team conducted an evaluation of the Kroc Institute for International Peace Studies’ Barometer Initiative to provide technical assistance and monitor and verify the implementation of the Colombian Peace Agreement. The evaluation was rooted in mixed methodology, integrating both quantitative (e.g., survey data) and qualitative (e.g., interviews, focus groups, country-context analyses) data. We facilitated four focus groups and 17 in-depth interviews and disseminated a survey among representatives from Government of Colombia agencies, civil society organizations, international agencies, and academic institutions. The findings and recommendations strove to inform program managers in the Kroc Institute, the U.S. Embassy in Colombia, and the Bureau of Conflict and Stabilization Operations in Washington, D.C.


United Way of Central Florida (UWCF) & GiveWell Community Foundation (FWCF): Tri-County Community Needs Assessment
QQ conducted a tri-county community needs assessment to gather information on the needs of residents living in Polk, Hardee, and Highlands Counties the following domains: economic and employment opportunities, housing, education, food security, transportation/infrastructure, and quality of life. QQ took a community-based participatory approach to engage the community and stakeholders via a community needs survey and focus groups. Relevant secondary and benchmarking data were analyzed to compare results and findings against other communities regionally and nationally. A PowerPoint was produced to serve as a model for post-community presentations.
