Scott Hale, Ph.D.

Dr. Scott Hale is a Research Analyst who is enthusiastic about and committed to driving practice improvements and optimizing outcomes for government, nonprofit, and educational organizations. His background in Communication Theory and Practice, along with over 15 years in Applied Research and Program Evaluation, has taught Scott that doing this work well requires careful attention to the unique historical, organizational, and interpersonal context of each project.

Dr. Hale has successfully managed work for clients such as the U.S. Department of Energy, U.S. Environmental Protection Agency, Centers for Disease Control and Prevention, and Food and Drug Administration across a range of domains, from Public Health to STEM education to Nuclear Security Culture. His expertise encompasses the full scope of evaluation and research activities, from stakeholder engagement through design, data collection, analysis, and reporting. Dr. Hale is well-versed in quantitative, qualitative, and mixed-methods approaches and is especially adept at developing data-driven insights. In addition to his extensive Applied Research and Program Evaluation experience, he also has a background in teaching, training, and leadership coaching.

Dr. Hale holds a doctoral degree in Speech Communication from the University of Illinois and a bachelor’s degree in Electrical Engineering from Valparaiso University.
